Telecom industry to undergo major restructuring

China will set up four integrated telecom operators that provide fixed-line, mobile, data and other basic telecom services in a move to make the telecom market more competitive, Minister of Information Industry Wu Jichuan said yesterday (Jan-07).

Wu said the restructuring will take at least two years since most operators have separate licenses for either fixed-line or mobile service.

Thanks to reform efforts that started in 1998, the telecom market is now becoming competitive in China. It has two mobile operators, three fixed-line operators and one satellite operator, Wu said.

The telecom reforms split monopolized multifunction telecom operators into single service providers, a necessary step to make the industry more competitive.

The government will let them become competitive in individual businesses first and then allow them to gradually form integrated service providers. (HOU MINGJUAN)

4 Key Aspects in military economy Need to Be Focused

China’s military economy kept a fast growth in 2001 and a 19, 17 and 14 percent increase is expected for increased gross output and added value and revenue from sales, said Liu Jibing, supervisor of the Commission of Science, Technology and Industry for National Defense (CSTIND). He demanded the science, technology and industry sectors for national defense pay more attention to the work of the following four aspects:

First, push forward the technological innovation and improve the capability of self-development. The sectors concerned are required to ensure the launch of the projects on nuclear development, civil space technology, civil airplane technology and the advanced technology of ships and boats while making breakthroughs in the key technology of weapon equipment.

Second, take WTO accession as a turning point to further open up and widen and deepen the opening up of the science, technology and industry sectors for national defense.

Third, strive for an integrated development and use of military and civilian-use technologies; make sure second-phase Taishan Nuclear Plant and Lingao Nuclear Plant’s Unit 1 to be put into operation on schedule, meteorological, ocean and resource satellites successfully launched and industrialization of civil airplanes to develop at an accelerated pace.

Fourth, improve the overall quality of the said sectors by active innovation in management. Highlight the management and managerial reform and strive to make marked improvement.

750 given combat role in Kandahar region

Some 750 Canadian soldiers will join a U.S.-led and potentially high-risk mission in Afghanistan that includes destroying the last pockets of fighters loyal to terrorist Osama bin Laden.

The first troops could leave as early as next week, Defence Minister Art Eggleton said yesterday.

The Canadian battle group will be deployed in the Kandahar region, where their mission will be far more dangerous than the peacekeeping ventures the military often takes part in. They’ll join American troops in searching abandoned caves and suspected terrorist training camps and could engage in combat with Al Qaeda and Taliban fighters.

Eggleton was vague when asked whether Canada would follow the U.S. if it expanded military efforts to hunt down terrorists into other countries.

While stressing no decisions have been made, he added: “The determination is strong in the U.S., strong in Canada and strong everywhere else.

“We cannot take for granted that the activities in Afghanistan are going to be all that is necessary to bring down Al Qaeda or to bring down terrorism.”

And it’s also unclear exactly how the troops and their equipment will get to Afghanistan. (VALERIE LAWTON)
